PROCEDURE WHEN APPLYING FOR
FOREIGN TOURS
Foreign tours can be
a very useful way of obtaining important information within a short space of time, and at
relatively low costs. This is especially so when trips avoid the necessity of conducting
relatively expensive research, and when training is not readily available in South-Africa.
The following procedure should be followed when applying for foreign tours.
- The need for foreign tours should be
discussed in detail at ward/district/section level. Should it be decided that a trip is
necessary, an application should be prepared, using the format provided in the attached
Annexure 1.
- The completed application document should be
forwarded to the Training Advisory Sub-Committee (when relevant) and to the management
committee of the relevant Directorate for consideration and recommendation by the
Director.
- The Director must forward the application
document via the Chief Director to the Secretary for his recommendation and comments.
- The Secretary will forward the application
to the Minister for final consideration and approval.
- Should the Minister approve the trip, the
Director will be informed via the Secretary and the Chief Director. The Director will
submit a copy of the approval to the Non-Formal Training Section for its record purpose.
- Applicants should allow at least one month
to obtain approval by the Minister, and applications should be submitted to the Minister's
office at least one month prior to the closing date for applications for tours.
- Directors must inform successful applicants
that a report on the tour must be submitted within three months of the end of the tour,
for submission to the Annexure 2 must be used when compiling the report. The Director must
evaluate the report in terms of content and quality, and suggest who it should be
circulated to. The Library, archives and the Liaison Section should be included on the
circulation list. The Director's evaluation should be forwarded to the Secretary, together
with the actual report.
- The Non-Formal Training Section of the
Department will inform staff via the relevant Director of training opportunities in
foreign countries, and keep a record of all officers who undertake foreign tours.
